It was resolved, at the meeting of the twelfth, that the matter be deferred. Mr Cole, who had asked to speak and had been permitted to, spoke; his remarks are summarised in the appendix, which was not circulated. The chairman thanked him. The chairman, it should be said, thanked everyone: it was his gift, and he gave it freely, and it cost him nothing, and nobody left a meeting of his without having been thanked for something.
I took the minutes. I have taken them for eleven years and I take them still, and I record here, for the first time and against every rule of my trade, that on the twelfth I wrote «deferred» and meant «buried», and that when Mr Cole said the word «pier» the chairman looked at the clock. I record it because the bridge is in the river and the appendix is in my desk, where it has been since January, and because a minute-taker is not a witness — that is the whole comfort of the job — except that I was there, and I saw the clock, and I wrote «deferred».
He was thanked for his letter. I typed the letter of thanks. It was a good letter, as they go. It said that his concerns had been noted, which was true, because I had noted them, in the appendix, which was not circulated.
The river is the colour it always is. The bridge is not there. I have the minutes if anyone wants them, and nobody does, and that, too, I record.

(1) Analysis
The passage opens in the voice of the document it is named after: passive and agentless («It was resolved … that the matter be deferred»), Latinate («permitted», «summarised», «circulated»), with the minute-taker invisible. The change comes with «I took the minutes» — a four-word sentence of monosyllables after the long official ones, and the first «I» in the piece. From here the diction stays plain and the sentences lengthen into confession.
The rhythm does the judging. The chairman sentence runs on polysyndeton — «it was his gift, and he gave it freely, and it cost him nothing, and nobody left» — so that his generosity accumulates until it is exposed as worthless; «it cost him nothing» is the implied judgement, delivered as praise. The hinge of the piece is a single word: she wrote «deferred» and meant «buried», and the whole confession is the distance between those two words.
«Which was not circulated» is the motif. First it is a procedural note; by the third paragraph the appendix is «in my desk, where it has been since January», and the phrase means suppressed evidence — and her own part in suppressing it. She offers the minute-taker's self-justification («not a witness — that is the whole comfort of the job») and undercuts it in the same sentence («except that I was there, and I saw the clock»); this is not an unreliable narrator but a reliable one refusing her own excuse. The ending falls to flat monosyllabic facts — «The bridge is not there.» — a cadence that lands because everything before it was qualification.
(2) Reworking — the chairman's version
The minutes of the twelfth were taken in the customary manner by our long-serving clerk, whose accuracy has never been questioned. Mr Cole's remarks, which touched on matters outside the committee's remit, were duly summarised for the appendix; it was not felt necessary to circulate technical material to members without the expertise to assess it. That I consulted the clock during a lengthy contribution is hardly remarkable; the agenda was full. The decision to defer was unanimous and, in the light of the information then available, entirely reasonable. Anyone would have done the same.
Justification: the passive and «it was not felt necessary» remove the agent and gain deniability; what is lost is the clerk's hinge — the gap between «deferred» and «buried» — because in this voice there is no gap to confess.
