Small towns do not decide; they default. By default I mean deciding by not deciding — the deferral that becomes, through repetition, a decision nobody made. The pattern is general, and it has a cause.

Three cases from one English county illustrate it. A bridge whose second pier was found to be moving in 1987 was placed «under review» and remained there until it fell in 1998. A Saturday shuttle costing less than the town's floral displays was discussed at eleven meetings over three years and never ran. A village school's closure was deferred repeatedly and then approved in a single evening once the site had been sold. In each case every individual step was defensible; in each case the sum of the steps was a decision by default.

The cause is an asymmetry of blame. Deferring an item costs the person who defers it nothing; deciding it attaches a name to the outcome, and if the outcome is bad the name is what people remember. Rational and careful councillors therefore defer, and the more careful the council, the more it defers. Across twenty years of one council's minutes, 31 per cent of agenda items were deferred at least once — a figure matched, on inspection, by the shuttle committee.

The remedy follows from the cause. Either remove blame from deciding — by making decisions explicitly reversible, with stopping rules and funded trials — or attach some cost to deferring, for example by requiring every deferral to name a date and an owner. Towns can decide on the day someone is allowed to be wrong; the mechanisms above are how that day is arranged.

First, scope. The article states that «the pattern is general»; the lecture said «three cases, one county, one mechanism» and claimed no more. I follow the transcript: what was argued is a pattern in one county, and the generalisation belongs to the article's title, not to the evidence presented.
Second, remedy. The lecture ended with the changed sentence and called the «how» a lecture for another night; the article supplies it — make decisions reversible with stopping rules and funded trials, or give every deferral a date and an owner. This is the write-up sharpening what the talk left open, and I record it as the author's later addition rather than as part of the lecture.
Third, the dog. The transcript contains an anecdote about a former mayor whose dog was called Minutes; the article omits it as inessential. In the lecture it was not a digression but a plant: the mayor kept no minutes, so when the bridge fell nobody could be blamed, and he resigned because nobody could be — the mechanism in miniature. Its omission is defensible for a written argument and a loss for the explanation, and readers of the article alone will not see where the mechanism was first shown working.
What remains unclear in both versions is evidence for the mechanism beyond one county, and what would count against it; that is the outstanding question for the author.
