HOUSEHOLD SPENDING: FIVE THINGS THE LATEST FIGURES SHOW
The quarterly household spending survey, published this week, covers 5,000 households and the three months to March. Its headline figure — total spending up 3.1 % on a year earlier — will be reported as good news. Adjusted for inflation, it is nothing of the kind: in real terms, the volume of goods and services bought fell by 0.6 %. Households are paying more for slightly less. Five points stand out.
First, the composition has shifted. The proportion of spending going on housing, fuel and food — the categories a household cannot easily cut — rose from 41 % to 46 % in two years. The share going on eating out, clothing and leisure fell correspondingly. This is the squeeze in a single sentence: the same income buys more essentials and fewer choices.
Second, the average conceals two very different groups. The richest fifth of households increased real spending by 1.4 %, driven largely by holidays and cars. The poorest fifth cut real spending by 3.2 %, with food volumes down for the first time in the survey's history. The overall figure of −0.6 % is an average of a rise and a fall, and describes almost nobody.
Third, consumers are trading down rather than going without. Spending at discount food chains rose 11 %, at supermarkets 2 % and at convenience stores it fell 4 %. Own-brand products now account for 38 % of grocery spending, a figure that has risen every quarter for three years and shows no sign of levelling off.
Fourth, one category moved against the trend: spending on home energy fell 9 % in nominal terms — a genuine reduction in bills as the price cap came down — and this alone accounts for most of the improvement in disposable income among middle-income households.
Fifth, and most tentatively, the survey hints at a change in habits that may outlast the squeeze. Households that switched to discount chains in 2023 report, in follow-up questions, that they intend to stay even if their income recovers. The sample for that question is small, and intentions are not behaviour; but if the finding holds, the shift in where people shop may prove to be structural rather than cyclical. It is too early to say.

Caveats
One quarter proves little. The hint that discount habits may prove structural rather than cyclical rests on a small sample, and intentions are not behaviour. It is too early to say whether spending on eating out will recover with incomes; we should plan for a flat year.
