Report: proposals for the Mill Street plot
Purpose. This report summarises the consultation on the derelict plot behind Mill Street, based on 142 responses from 200 households, and makes a recommendation within the council's constraints.
Findings. The majority of respondents (68 %) travel to the shops and the school on foot, and roughly a third of households own a car. When asked to name the biggest problem in the area, 41 % chose the absence of a safe crossing at the junction; hardly any mentioned parking as their first concern. For the plot itself, a playground was the most popular option (61 %), followed by allotments (38 %) and parking (29 %).
Interests. Three groups have distinct interests. Parents with young children have a need for somewhere safe to play and a concern about the poorly lit path behind the school. The elderly need benches on the way to the surgery. A minority of residents — mainly on the south side, without off-street parking — regard parking as the priority. These interests conflict only if the whole plot goes to one use.
Constraints. The budget is £40,000, the plot remains council property, and the crossing cannot be funded from this budget.
Recommendation. The aim is to make the walk to school and the shops safe and usable for everyone. We recommend that the council (1) build a playground on the front half of the plot, (2) create ten allotments at the back, (3) light the path behind the school and (4) install four benches on the high street. The expected outcome is a well-used plot within twelve months at a cost of £38,000. We further recommend that the crossing be considered separately by the highways department, as a large number of parents currently drive because the walk is unsafe.
