We write to record that the youth club has, for the fourth time this year, left the hall in a state that we can only call disgraceful, and that music was audible in the flats after ten o'clock on two Fridays in February despite the March rule. Several of our members are elderly or work early shifts. We were not consulted before the club was given a Friday booking, and we have never been consulted since. We ask the Trust to enforce the nine o'clock rule without exception and to consider whether the club's booking should continue.
LETTER 2 — from the Youth Club to the Hall Trust
We have run the Friday club for six years with twelve to fifteen regulars and no other venue on the bus route. In March a notice appeared on the door changing the rules — nine o'clock, no music — without anyone speaking to us. We accept that on two Fridays in February music ran past ten; both were one-off events and we should have warned the residents. The «disgraceful state» was six cups and a spilled drink, cleaned by nine the following morning as our agreement says. We ask the Trust to restore Fridays until ten with a limiter on the sound, and to require that any rule change is discussed with us first.
WHAT A NEUTRAL NOTE MUST DO
Give each side its own words for its own concern — «audible in the flats after ten» (residents); «a notice on the door without anyone speaking to us» (club). Report evaluations as theirs — the residents describe the state as «disgraceful»; the club describes it as six cups and a spill. Record what is not in dispute — two Fridays in February, music after ten, cleaned by nine next morning. Name where they differ and at what level — the standard of cleaning (definition), the hour (position), consultation (both want it, from opposite sides). Say what is proposed by each, and what is agreed, pending, or open — without the note taking a side.

Where they differ. On the state of the hall, the difference is one of standard rather than fact: both agree what was left and when it was cleaned; they differ on whether that is acceptable. On the hour, the residents ask for nine o'clock without exception; the club asks for ten with a sound limiter. On consultation, both sides want to be consulted before changes and each states that it was not.
Concessions. The club accepts that music ran past ten on two Fridays and that it should have warned the residents. The residents' letter does not dispute the six-year use or the morning cleaning.
Proposals. The residents propose that the nine o'clock rule be enforced without exception and that the Trust consider whether the booking should continue. The club proposes Fridays until ten with a limiter and a requirement that rule changes be discussed with it first.
Status. Agreed: that a written arrangement is needed, and that each side will be consulted before changes. Pending: the closing hour, the cleaning standard (a time by which the floor and cups are cleared), and the limiter test. Open: the residents' request regarding the booking. Next meeting: 3 April, with both parties.
