FOUR ENERGY-SAVING INITIATIVES: WHAT WORKED AND WHY
Between 2020 and 2024 the city of Northfield ran four initiatives aimed at cutting household energy use. An independent review published in May compared their results. Taken together, they illustrate a familiar pattern: the measures that worked were rarely the ones that had looked most ambitious.
The first, and largest, was a grant scheme covering half the cost of retrofitting older homes with insulation. Introduced in 2020 with a budget of £6 million, it reached only 1,100 of the 14,000 eligible homes in its first two years. Having interviewed non-applicants, the reviewers found that the upfront cost — the half not covered — put most households off, and that the application, running to eleven pages, deterred the rest. Where the grant was taken up, however, the effect was substantial: an average 22 % cut in gas use, with a payback period of about five years. The scheme was cost-effective but not, in the reviewers' words, «reachable».
The second was a free advice service known as Warm Homes, funded by the same budget and offering a home visit with a thermal camera. Uptake was three times higher than the grant's, and households that received a visit cut their energy use by 7 % on average — a smaller effect, but across far more homes. Combined with the grant, the visit doubled applications: having been shown where their heat was escaping, residents were more willing to pay the other half.
The third initiative, a smart-meter campaign, resulted in almost no measurable change. Meters were installed in 9,000 homes, but without advice or a reason to act, most residents ignored them. The reviewers describe it as a case of information mistaken for motivation.
The fourth, and cheapest, was a rule rather than a scheme: from 2022, landlords could not let a property below a minimum energy rating without an improvement plan. Phased in over two years, it brought about more insulation work in rented homes than the grant had in owner-occupied ones, at almost no cost to the council — though the reviewers note a knock-on effect: some landlords raised rents, citing the work, and a few sold up.
The review's recommendation to the council is a package rather than a choice: keep the grant but cut the form to two pages; fund the visits first, since they drive everything else; drop the meter campaign; and extend the rental rule with a rent-rise cap to offset its side effect. In the long run, the reviewers conclude, the city will save more by making the existing measures reachable than by launching a fifth.
