Thirty years ago the Avery was one of the cleanest chalk rivers in southern England, with trout, otters and a kingfisher on almost every bend. By 2010 the trout had gone, the otters had not been seen for a decade, and in dry summers the upper river disappeared altogether. Its decline had three causes, and each one made the others worse.
The first was water extraction. In the 1990s, licences to pump water for farming and for a growing town were doubled. At the time this seemed harmless: the river was full. But a chalk river is fed by underground water, and once the water table fell, the springs that fed the Avery began to fail in summer.
The second was fertiliser run-off. Lower water meant less dilution, so the same amount of nitrogen from fields had twice the effect. Algae spread, oxygen fell, and the insects that trout depend on died off — which, in turn, meant fewer fish and, ultimately, no otters.
The third was the mill weir, rebuilt in 1998 to create a boating lake. Nobody consulted the anglers or the wildlife trust. The weir stopped fish moving upstream to spawn, and the still water behind it warmed in summer, making the algae problem worse. It was, in retrospect, the decision that turned a stressed river into a dead one. Had the weir been built with a fish pass, as the trust later proposed, the trout might have survived the other two pressures.
Recovery began in 2018, when the water company agreed to cut extraction by a third and farmers were paid to leave strips of land unploughed along the banks — a subsidy that turned out to be far more cost-effective than the fines that had preceded it. In 2021 the weir was finally lowered and a fish pass added. Trout were recorded above the mill the following spring; an otter was filmed last winter. The river is not what it was. But it is no longer what it had become.

The decline of the River Avery had three causes, but in my view one decision turned a damaged river into a dead one: the rebuilding of the mill weir in 1998.
The problems stemmed from water extraction, which lowered the water table and dried the springs. Fertiliser run-off then contributed to the decline, because less water meant less dilution; algae spread, oxygen fell and, in turn, the insects died — which ultimately meant no trout and no otters. Each cause had a knock-on effect on the next.
The weir, however, was different, because it was avoidable. Had it been built with a fish pass, as the wildlife trust proposed, the trout might have survived the other pressures, and the still water would not have warmed in summer. But for the boating lake, the river would in all likelihood have been stressed rather than dead. Nobody consulted the anglers; a single survey could have prevented twenty years of damage.
The recovery shows which measures work. Paying farmers to leave the banks unploughed turned out to be far more cost-effective than fines, and lowering the weir brought about the return of trout within a year. On balance, the benefits of these measures clearly outweigh their costs — and the lesson is to consult before building.
