BAN PHONES IN SCHOOLS — THE EVIDENCE IS IN

The debate is over. A study of 90 schools in England found that pupils in schools with strict phone bans scored, on average, six per cent higher in end-of-year tests than pupils in schools with lenient policies. Six per cent is the difference between a pass and a good pass. Every parent knows that a child staring at a screen is not a child learning; the study merely confirms it.

Critics will say correlation is not causation. But consider: the schools with bans were not richer, not smaller, and not selective — the researchers checked. What else could explain the gap? Nothing plausible has been suggested. And the mechanism is obvious: attention is finite, a phone consumes it, and a banned phone consumes none.

Some will object that a ban is unenforceable. Yet three of the strictest schools in the study reported fewer than five confiscations a term. If they can do it, any school can. Others will point to the handful of pupils who need a phone for medical reasons; exemptions are easily written.

Most teachers already want a ban — in a survey by a teaching union, 70 per cent of respondents supported one. When the professionals, the parents and the data all point the same way, the only question left is why ministers are still consulting. A national ban would raise results across the country by six per cent at no cost. What are we waiting for?

Critique: «Ban phones in schools — the evidence is in»
The argument runs as follows. Premise 1: in a study of 90 English schools, pupils in schools with strict phone bans scored 6 % higher than those in lenient schools. Premise 2: the schools with bans were not richer, smaller or selective. Premise 3: attention is finite and phones consume it. From these it is inferred that bans cause higher results; the conclusion is that a national ban would raise results by 6 % at no cost.
The argument takes for granted that the 90 schools are representative of the country and that the effect measured in them would transfer unchanged. It also takes for granted that «strict» and «lenient» policies differ only in phones. This only works if nothing else systematically distinguishes strict schools — and the most plausible confounding factor, general discipline and leadership quality, is not among those the researchers are said to have checked. Reverse causation is equally plausible: well-run schools both ban phones and get results, in which case the ban is a marker, not a cause. The mechanism paragraph asserts a mechanism («obvious») rather than showing it; nothing in the study measures attention.
The quantifiers slide. Three of the strictest schools with few confiscations become «any school can» — a hasty generalisation from the best cases. «70 per cent of respondents» to a union survey becomes «most teachers», although respondents to a voluntary survey are not teachers as a whole. And 90 schools become «across the country». Rhetorically, «every parent knows», «obvious» and «the debate is over» smuggle in premises as common knowledge; «nothing plausible has been suggested» is a claim about the critics, not about the data.
The main gap is the step from a 6 % correlation in 90 schools to a 6 % national gain. Even granting that bans contribute to results, the conclusion is stronger than the premises allow: the study supports «bans are associated with higher scores, possibly causally», not «a national ban would deliver 6 %». What would change the conclusion is a study that randomly assigned policies, or that measured results before and after a ban in the same schools, controlling for discipline; if such a study found a comparable gain, the causal step would hold. As it stands, the evidence is in favour of trying bans — not of declaring the debate over.
