Has the bypass helped the town centre?
The five sources answer different questions in the same words, so the first task is to align them. «Helped» means, for the engineer (A), that traffic fell; for the traders (B), that takings held; for the environmental group (C), that air improved; for the survey (D), that residents feel better off; and «the town» means one street for A, B and C and the whole parish for D. I take the question as four sub-questions and bring every source to bear on each.
Traffic. A establishes a 40 % fall in weekday through-traffic on the High Street over six months, and an 18 % fall at weekends; D corroborates the lived effect, with 58 % of residents citing less noise. High confidence: two instruments, one direction, and nothing dissenting.
Air. C's monitor establishes a 30 % fall in NO₂ at one point on the old road over one summer; it does not speak to winter or to other streets. Only 9 % of residents in D cite air, but that is a disagreement of method, not of fact — a monitor measures what a nose cannot — and C is right within its remit. Moderate confidence, because of one monitor and one season.
Trade. B is the only direct evidence: takings down 12 % in twelve of fifty-two businesses, food shops down 20 %, others 6 %. A explicitly declines to speak to trade; D's «fewer shops open» (22 %) bears on it indirectly. Whether twelve volunteers are typical of the street is the limit of B, and I extrapolate from them only with a caveat. Moderate confidence that trade fell; and here the real conflict begins.
Cause. B attributes the fall to lost passing trade; E, the retail park manager, concedes that perhaps a third of his £1.4m food hall came from the High Street, and notes that both opened in the same month. The evidence is genuinely split: timing fits either; the pattern — food shops hit hardest — fits the retail park at least as well. On present data the two explanations cannot be reconciled, and B and E agree on what would resolve it: takings from the other forty shops, by category. Low confidence either way; I lean towards a shared cause.
Judgement. Whether a quieter, cleaner street outweighs 12 % for twelve shops is a disagreement of judgement, not of evidence. On balance I judge the bypass a net gain for residents (high confidence) and a net loss for some shops (moderate), with the cause of that loss open. I would revise the trade judgement if the other forty shops showed no fall, and the cause judgement if a comparison town with a retail park and no bypass showed the same 20 %.
