«Он всегда опаздывает» — обобщение (generalisation), которое обычно неверно и обижает. B2 различает привычку (tends to, as a rule, is inclined to), ситуацию (under pressure, when he's tired) и разовый поступок (a one-off, out of character). Так поведение описывается точно — и разговор не превращается в спор.

Нюансы
- tend to + глагол — «обычно, как правило», мягче, чем always: he tends to forget.
- a one-off — существительное с артиклем: it was a one-off; как прилагательное — a one-off payment.
- out of character / in character: нехарактерно / характерно; typical of + человек.
- always + Present Continuous — раздражение, не факт: He's always interrupting! (эмоция, а не статистика).
