THE COMMITTEE THAT COULDN'T CROSS THE ROAD

For three years this town has been sitting on the fence about a Saturday bus, and the fence is beginning to show. On one side stand the villages, whose residents once poured into the High Street with their shopping bags and their gossip and, crucially, their money. On the other stands the retail park, which has quietly eaten our Saturdays the way the sea eats a cliff: not in one dramatic collapse, but a little every tide. In between sits the transport committee, which has now met eleven times to discuss a bus it could have hired for the price of its own sandwiches.

Let us be fair — it is a columnist's duty, occasionally. The committee has not been idle. It has commissioned a survey, then decided the survey was too old; requested a quote, then changed the route so the quote was too small; agreed a target, then discovered a better target. Each of these was reasonable on its own. Together they add up to a machine for not deciding, and the machine is running beautifully.

The elephant in the room — and it is a large elephant, with a season ticket — is that nobody on the committee will be blamed for a bus that never ran. A bus that runs and fails has a name on it. A bus that is «under review» has only a minute-taker. That is the whole calculus, and every councillor knows it, and none will say it, so I will.

Here is what a decision looks like. Eleven thousand pounds — a drop in the ocean of a three-million budget, roughly what the town spends on hanging baskets — buys six months of an hourly bus. Set the stopping rule at ten per cent, because that is the number the villages were promised, and the villages have long memories. If it works, we have our Saturdays back. If it fails, we have spent the price of the hanging baskets to learn something the eleven meetings did not teach us, and we can stop guessing.

The committee meets again on Tuesday. It could bite the bullet, or it could order another survey. My money, for what it is worth, is on the survey — and I would be delighted, for once, to lose it.

He argues that either outcome is useful: success restores trade; failure ends the guessing at low cost.
He closes by predicting that the committee will order another survey rather than take the decision, and says he hopes to be wrong — an ironic ending that reinforces the criticism.
What can be checked: the number of meetings, the survey's date, the quote, the £11,000 figure, the budget total, the hanging-basket comparison and the 10 % promise. What is judgement: that the steps amount to deliberate non-decision, that fear of blame is the motive, and that the sum is negligible — the last is arithmetic in one sense but evaluative in the columnist's use.
