Номинализация — превращение глагола или прилагательного в существительное: observe → observation, consume → consumption, reduce → reduction, prices rise → a rise in prices. Она позволяет говорить о явлении, а не о действии: «a rise in fuel prices hit rural areas» — рост как предмет обсуждения. Цена: исчезает деятель и время, текст становится тяжёлым (wordy). Нюансы
После номинализации нужен предлог: a rise in prices (не of), consumption of meat, spending on clothing, a reduction in VAT.
Номинализация скрывает деятеля: «the introduction of the cap» — кто ввёл? Если это важно — глагол.
Две-три номинализации в одной фразе — предел; «-tion of the -tion of» — сигнал переписать.
