Предложение улучшения: цель, мера и ожидаемый результат
Предложение, которое можно принять, состоит из пяти элементов: проблема (точная именная группа, урок 3), цель (aim: to make …), мера (measure: what exactly, where), ожидаемый результат (expected outcome: измеримый) и условия (cost, funding, timeframe). Рекомендация формулируется через recommend that + (should) + глагол.

Нюансы
- Результат должен быть измеримым: a 30 % drop, not «fewer accidents»; и с источником: based on similar schemes.
- address a problem — заниматься решением; solve — решить полностью; в предложениях чаще address.
- fund (глагол) / funding (сущ.): funded from the budget; timeframe — одним словом.
- Одно предложение — одна главная мера; дополнительные — «in addition».
