Понял ли я речь — проверяется одним способом: пересказать ход рассуждения своими словами за минуту (in my own words; in a minute) тому, кого там не было. Форма: the talk runs as follows (тезис → случаи → причина → вывод); the argument turns on (главная опора); the digression served to (функция отступлений); the move from X to Y — где переход слабый; what remains unclear — что не понято. Если пересказ не связен (hang together) без примеров — записаны примеры, а не довод. Восстанавливайте по скелету, не по памяти фраз.

Conclusion, full circle: towns can decide on the day someone is allowed to be wrong. In my own words: default is what blame does to committees.
