для каждого источника: claim (reports / finds / recommends) → basis (survey n =, trial, estimate, opinion) → scope (covers X but not Y) → date → first-hand / primary → vested interest → reliability по методу; tabulate; no source covers … — gap

сначала on the same basis? (единицы, период, выборка, gross / net of, определения) → convert / adjust → corroborate / contradict / the discrepancy is explained by, can be reconciled once …; both … whereas …, by contrast, on the one hand … on the other; apples and oranges — не усреднять

чужое — attribution (A reports, according to B); вес — in my assessment, weigh A more heavily; своё — my own reading is, on this evidence I conclude, taken together; относительно: I would go further than / not as far as; границы: the sources do not say, I extrapolate cautiously

aim (измеримо) → grounds (источники с attribution + on this evidence I recommend) → limitations (it should be noted that, admittedly, the sources do not say; risk + mitigation) → actions (owner, date, milestone, budget net of …, stopping rule); одна рекомендация с условиями

три прохода: логика (does it follow? unsupported → cut or support; limits named), точность (consistent basis, dates, attribution, hedge), связность (dangling this / it → noun; transitions; tighten intro); потом read aloud, fresh eyes, checklist; edit → proofread
